How Fluorescent Lamps Work
Fluorescent lamps are filled mostly with inert gas, usually argon, in combination with some mercury and phosphors.  The electrodes at the base of the lamp enable electricity to flow through the tube that excites atoms, which bump into each other causing phosphors to give off light.  Manufacturers use different combinations of phosphors to produce varying light outputs.
